It's inherently faster than the Intel Core 2 Duo in the Editors' Choice HP Compaq 4000 Pro ($549 direct, 4.5 stars), and as such, the ThinkCentre Edge 71 is faster on the benchmark tests, including the Handbrake video encoder test and the Photoshop CS5 test. But the Acer Veriton L4610G-Ui5240W ($699 direct, 4 stars) trumps both with its Intel Core i5-2400S processor. Of course, at about $700 the Acer L4610G-Ui5240W is the high end of the entry-level business PC range. When we compare the ThinkCentre Edge 71 to systems with nettop-class processors like the HP 100B ($499.99, 4.0 stars) and Cybernet ZPC-D5 ($384 direct, 3 stars), you'll see the extra performance the Core i3 gives your users. Essentially, the performance in the ThinkCentre Edge 71 is "fast enough" for business use.

The ThinkCentre Edge 71 is faster than our current EC, the HP Compaq 4000 Pro, but that alone isn't enough to make the Lenovo the new top dog. The HP Compaq 4000 Pro is tool-less, while the Lenovo requires a screwdriver for component swaps. That said, the Lenovo has a newer processor and integrated graphics, so they're likely to stay relevant longer than the components in the 4000 Pro. The ThinkCentre also has more interior room for upgrades, so it can accommodate full-sized PCIe cards. Though the Cybernet ZPC-D5 is cheaper, the Lenovo gives you a lot more for the money. WASHINGTON (AP) ? To save the imperiled spotted owl, the Obama administration is moving forward with a controversial plan to shoot barred owls, a rival bird that has shoved its smaller cousin aside.

The plan is the latest federal attempt to protect the northern spotted owl, the passive, one-pound bird that sparked an epic battle over logging in the Pacific Northwest two decades ago.

The government set aside millions of acres of forest to protect the owl, but the bird's population continues to decline ? a 40 percent slide in 25 years.

A plan announced Tuesday would designate habitat considered critical for the bird's survival, while allowing logging to reduce the risk of catastrophic wildfire and to create jobs. Habitat loss and competition from barred owls are the biggest threats to the spotted owl.

Interior Secretary Ken Salazar called the draft plan "a science-based approach to forestry that restores the health of our lands and wildlife and supports jobs and revenue for local communities."

By removing selected barred owls and better managing forests, officials can give communities, foresters and land managers in three states important tools to promote healthier and more productive forests, Salazar said.

The new plan, which replaces a 2008 Bush administration plan that was tossed out in federal court, affects millions of acres of national, state and private forest land in Washington, Oregon and Northern California.

The plan to kill barred owls would not be the first time the federal government has authorized killing of one species to help another. California sea lions that feast on threatened salmon in the Columbia River have been killed in recent years after efforts to chase them away or scare them failed.

The U.S. Agriculture Department kills thousands of wild animals each year ? mostly predators such as coyotes ? to protect livestock. Other animals, including bears, wolves and raccoons also are killed through the program.

The latest plan for spotted owls was accompanied by a presidential memorandum directing Interior to take a number of steps before the plan is finalized, including providing clear direction for how logging can be conducted within areas designated as critical habitat and conducting an economic analysis at the same time critical habitat areas are proposed.

Officials acknowledge that the plan to kill barred owls creates an ethical dilemma, but say an experiment on private land in northern California has shown promising results. Spotted owls have returned to historic territories after barred owls were removed.

Salazar and other officials stressed the new plan's job-creation component, noting that for the first time logging would be allowed in areas designated as critical habitat for the owl. Previous plans had prohibited logging in areas designated as critical habitat.

"Appropriate timber harvests consistent with ecological forestry principles (should) be encouraged," the Interior Department said in a statement.

The American Forest Resource Council, a timber industry group, was skeptical that so-called ecological logging would produce a significant amount of timber or jobs. At the same time, the plan has the potential to double the amount of acres designated as critical habitat, said Tom Partin, the group's president.

"Habitat is not the current limiting factor for the northern spotted owl, nor is historic loss of old-growth" trees, Partin said. "In fact, the amount of old growth on our federal forests is increasing while the spotted owl's numbers are decreasing."

Conservationists also were wary. Steve Holmer of the American Bird Conservancy said his group was pleased that the administration was moving carefully to kill barred owls, but said officials appeared to be endorsing a big boost in logging inside critical habitat boundaries with no scientific studies showing it works.

The federal government has been trying to find a balance between logging and fish and wildlife habitat since at least the late 1980s. The spotted owl was designated as threatened under the Endangered Species Act in 1990 ? an action that led to massive logging cutbacks on national forests and other federal lands in western Washington, Oregon and Northern California.

The bird was blamed for the loss of tens of thousands of jobs and landed on the cover of Time magazine.

Despite federal efforts to protect it, the spotted owl continues to decline. A key reason is the barred owl, a larger, more aggressive East Coast cousin that has displaced spotted owls through much of their historic range.

Just how many barred owls would be killed and where remains undecided, although officials said hundreds of birds are likely to be killed with shotguns. The plan also calls for non-lethal removal of the barred owls, by capturing them and relocating them or placing in them in permanent captivity.

"We can't ignore the mounting evidence that competition from barred owls is a major factor in the spotted owl's decline, and we have a clear obligation to do all we can to prevent the spotted owl's extinction and help it rebound," said Fish and Wildlife Service Director Dan Ashe.

Eric Forsman, a U.S. Forest Service scientist whose work in the 1970s showed how the decline in spotted owls was tied to logging old-growth forests, was skeptical that killing barred owls would make a difference.

"There are not enough shotguns," he said. "It would be just about like trying to wipe out coyotes."

The Interior Department will accept public comments on the plan for 90 days.

Hands-on with the *other* HTC One S

One of the cooler things we've seen this week at Mobile World Congress was HTC's video of how the HTC One S gets its microarc oxidation (MAO) coating, basically turning aircraft-grade aluminum into a ceramic coating. It feels great, and HTC's video of the baking process is akin to frying metal in a microwave -- it's quite impressive.

But what about the other HTC One S?

As it turns out, there's a second version of the No. 2 phone in HTC's 2012 lineup. The internals are the same, but it's traded in the deep black MAO finish for a more traditional metallic paint job. HTC calls it a "gradient paint color sheet," and it's got a decidedly more traditional feel. It's not bad, just different, with more of a smooth finish. The silver color is straight out of the old-school HTC playbook as well, and we'd be more than welcome to find a place in our pockets for either one of these phones.

Apple?s Cook Signals New Era in Heeding Investors? Concerns

Feb. 24 (Bloomberg) -- Apple Inc. Chief Executive Officer Tim Cook, who yesterday told investors they would get more say in picking board members, signaled greater willingness than his predecessor to heed the concerns of his company?s shareholders.

Apple said at its annual shareholder meeting that it would adopt a policy that says a majority -- rather than only a plurality -- of shareholders is needed to elect directors. Cook also reiterated that the company is exploring how to use its $97.6 billion in cash in investments, responding to investors? criticism that its balance sheet holds too big a hoard.

The shifts, following last month?s decision to open supplier factories to inspections by an independent labor organization, may indicate a new era in Apple?s interaction with investors. Anne Simpson, head of corporate governance for the California Public Employees? Retirement System, said the changes are befitting of the world?s most valuable company.

?This is setting the stage for a much more open dialogue with investors,? said Simpson, who led a more than two-year effort to persuade Apple to change its stance on board elections. ?Apple is entering a new phase. Rethinking capital distribution, its global footprint and corporate governance is something 10 years ago that it wouldn?t have had to consider.?

Shares of Cupertino, California-based Apple rose 1.2 percent to $522.36 at 1:30 p.m. in New York. The shares had climbed 28 percent this year before today.

Majority-Vote Change

Investors at yesterday?s meeting passed a nonbinding measure in favor of the board-election change. The resolution calls for board members to elected by more than 50 percent of shareholders voting. Previously, a director could be voted in simply by getting more yes votes than those opposed -- even if most shareholders hadn?t voted in the person?s favor.

Apple didn?t adopt a similar initiative approved at the gathering last year, saying the change would cause board members to lose seats in cases where too few shareholders cast votes.

Corporate-governance experts say that requiring a majority vote gives shareholders more influence over board composition. More than 80 percent of companies in the Standard & Poor?s 500 Index already have majority-voting measures, said Robert J. Jackson Jr., an associate professor at Columbia Law School.

?Apple?s move is really just catching up with the best governance practices of other companies of its size and scope,? said Jackson, who studies corporate governance issues.

?Steady Progression?

All of the board members on the slate were elected by a wide majority: Genentech Inc. veteran executive Art Levinson, who serves as Apple?s chairman; Intuit Inc. Chairman Bill Campbell; former U.S. Vice President Al Gore; Walt Disney Co. CEO and Chairman Bob Iger; former head of Northrop Grumman Corp. Ron Sugar; J. Crew Group Inc. CEO and Chairman Mickey Drexler; Avon Products Inc. Chairwoman Andrea Jung; and Cook.

Yesterday?s meeting was the first since the death of Jobs, who sometimes eschewed interaction with shareholders. Apple?s evolution is natural because Cook?s previous role as chief operating officer made him more involved with investors, said Brian Marshall, an analyst at ISI Group.

?It?s not a 180-degree turn,? Marshall said. ?This is more a slow, steady progression. No two people are created alike, and that?s the case with Steve and Tim. He?s putting his own mark on the company, slowly but surely.?

Cook said Apple was holding ?active discussions? about what to do with its cash and investments, saying the stockpile was ?more than we need to run a company.?

Rising Cash Pile

?The board and management team are thinking about this very deeply,? said Cook, reiterating earlier comments.

The money pile, which includes short- and long-term investments, has risen more than 63 percent since last year?s annual meeting of shareholders.

?If they want to deploy the cash for the benefit of shareholders, that?s a good thing,? said Charles Elson, director of the Weinberg Center for Corporate Governance at the University of Delaware. ?At least they?re talking about doing something with the cash now.?

Cook said he?s not convinced of the effectiveness of a stock split, though the company didn?t elaborate on how it might spend cash.

One option is to return part of the amount to shareholders in the form of a dividend, which provides a recurring payment to shareholders, typically each quarter. The company could also pay a one-time dividend, similar to the one Microsoft Corp. paid in 2004.

Microsoft?s Footsteps

Flush with cash, the Redmond, Washington-based software maker said in July of that year that it would return $75 billion to shareholders over four years, including a $32 billion one- time dividend of $3 a share.

Analysts at Morgan Stanley, JPMorgan Chase & Co., Mizuho Securities USA Inc. and Sterne Agee & Leach Inc. predict that Apple will institute a dividend some time soon.

?The likelihood of it happening is higher than ever,? Shaw Wu, an analyst at Sterne Agee, wrote today in a research note. He?s predicting a dividend that would yield 2 percent to 3 percent.

Apple last paid a dividend in 1995, before co-founder Jobs returned as CEO to set in motion a revival at the struggling company. The final dividend, of 12 cents a share, was announced on Oct. 6, 1995. The company stopped paying the dividend amid leadership upheaval and dwindling computer-market share.

In the years since then, the introduction of the iPod, iPhone and iPad have turned the company into a profit engine, letting it accumulate a stockpile of cash and investments that exceeds the market value of Citigroup Inc. Jobs had long rebuffed calls to return the money to investors.

No Greek Bailout

Instituting a dividend would provide a long-term boost to Apple?s stock price by bringing in a new class of investors who only buy shares in companies with a dividend, according to Toni Sacconaghi, an analyst at Sanford C. Bernstein & Co.

At yesterday?s meeting, investors also voted down a proposal calling for Apple to release a ?conflict of interest report? that outlines how board members may financially benefit from company decisions. Another rejected measure would have asked Apple to release a report on its political contributions and expenditures. The company opposed those initiatives.

Responding to a question from a shareholder, Cook said Facebook Inc., the world?s largest social-networking company, is more of a ?friend? than a competitor. Apple and Facebook ?could do a lot more together,? he said.

Cook also said Apple was working on new products that will ?blow your mind.?

Turning the conversation back to cash, an investor asked whether Apple would consider using its cash to buy Greece, which faces a debt crisis.

?We?ve looked into many things,? but not that, Cook said.

One of the easiest paradigms of wine pairing is to pick a wine from the region where the food comes from. That?s easy if the dish is beef Bourguignon (a red Burgundy will do nicely) or Alsatian-style coq au vin (a dry, luscious Alsatian riesling is just the ticket). But what if you?re at the table at Panahar (a Bangladeshi restaurant located at 3375 Buford Highway, Atlanta) and a smiling Mirza Ameen, the owner, arrives with the house specialty: lamb vindaloo? One doesn?t find too many wineries within 3,000 miles of Dhaka, Bangladesh?s capital.

Tropical countries ringing the Indian Ocean can?t grow grapes for wine, but they would if they could. That?s clear from the lime condiment that accompanies the spicy dishes at Panahar. Like a lime, wine is blessed with acidity. This is particularly true for white wines. Crisp, white wine provides much-needed relief from peppery fire and it also brings a little more to the table than a simple piece of citrus can.

But which crisp, white wine? There are a lot to choose from. For many years, my go-to wine to foil spicy dishes has been Austrian gr?ner veltliner with its brisk acidity and nuances of lime and lime zest. Dry Australian rieslings also do the trick for the similar reasons. I?ve long enjoyed Alsatian gew?rztraminers, which also douses flaming tongues with a touch of soothing, honey-like sweetness.

Recently at Panahar, I uncorked a chenin blanc from Vouvray, a village in France?s Loire Valley. (One nice thing about Panahar is they encourage guests to bring their own beverages as their beer and wine offerings are meager. Also, there?s no corkage fee.) I think I may be on to something with the Vouvray.

STUDENT LOAN. Ateneans struggling to pay for course requirements like books and theses may avail the Admission and Aid Office's newly launched Student Loan Program. Students can borrow as low as a few hundred pesos to a maximum amount of 5000 pesos. Photo by Angelica N. Pena and Jeremy M. Badong

For most Ateneans, course requirements are a stumbling block. Requirements like books, theses and outreach activities not only take time and effort, but more importantly, great strains on a student?s finances.

To address this dilemma and the immediate financial needs of Ateneans in their courses, the Admissions and Aid Office (AAO) of the University has launched the Student Loan Program which provides short-term loans with six-percent interest per semester.

Under the program, course requirements that will be covered by the loan include books, projects, field trips or tours as well as food allowance for scholars.?

Generous donor?

According to AAO Director Evelyn Amaro, the student loan program was born out of a generous sponsor?s Php 50,000 donation to the program. ?We received the donation [from a female donor who wished to be anonymous] last November,? said Amaro.

The student loan program was initially offered exclusively for scholars to cover expenses not included in academic scholarships. ?Some scholars enjoy the opportunity to enjoy the free tuition fees only. [However] parents?have difficulty to provide for other educational expenses (miscellaneous fees, projects, field trip/tour, books, etc.),? according to the AAO?s student loan policy.

Amaro said requests were made to extend the program to non-scholars. ?Due to the increasing demand or other needs also of other students, we opened this one [the student loan program] in a case-to-case basis,? she explained.?

She said that any currently enrolled student of the Ateneo at the time of application may apply for a loan ranging from as low as a few hundred pesos to a ceiling of Php 5,000 per semester. A six percent interest fee will also be charged on the principal amount of the loan.???

Why 6% Interest

As part of the program?s terms, the six percent aims to ?generate additional funds? and to expand the number of loan applications accommodated per semester.???

?The six percent [interest] was the rate suggested by our sponsor because the intention of that interest is to raise money out of the loan program because once it?s an interest-bearing program, it will earn money. The earnings will, I think, help to accommodate more slots or student borrowers in the future,? explained Amaro.???

Amaro furthered that the interest also ensures that the student will settle the borrowed money at the end of a semester thereby preventing him from accumulating additional interests.?

The program?s current policy states that another six percent will be incurred on top of the default six percent interest for each of the succeeding semesters should a student-borrower fails to repay the principal.???

Requisites for the Loan?

Amaro explained that interested student-applicants can obtain the student loan application forms from the AAO.???

The program has two main requirements including an endorsement from the student-borrower?s department chair or course teacher and a photocopy of the guarantor?s SSS or GSIS identification card.?

She mentioned that the endorsement will serve as an assurance that a student-applicant will use the borrowed money solely for their course requirement. ?As long as this is a requirement of [the student?s] course he can apply for a loan, for his own benefit, not for the benefit of an organization.??

Meanwhile, Amaro also said that the guarantor?the person who would assume responsibility should a student-borrower fail to repay the loan at the end of a semester?will serve as a safety blanket to ensure that the money lent will be returned to the program fund.???

A guarantor must also be currently employed to assure his capability to repay the loan money in place of the student-applicant.?

After compliance with the two requirements, the AAO then schedules an interview with the student-borrower and their parents for loans more than a thousand pesos.? Those who qualify for the student loan program are given an orientation on the policies of the program.?

The release of loan money, meantime, is handled by the Treasurer?s Office, which provides checks for loans amounting to more than Php 500 and petty cash for amounts lower than Php 500.

Mode of payment

?An applicant can choose his own mode of payment.?Basta?within the semester the student borrower must settle his loan,? says Ms Amaro.

Payment for the loan will be directed to the Treasurer?s Office as dictated by the policy of the school regarding financial transactions.

Aside from six percent interest on the amount due, the program?s policies also bars a student from enrolment the following semester in the case of failure to settle the loan balance. The release of Transcript of Records, diploma and other official documents are also withheld until a student-borrower fully settles the repayment of a loan.???

Upon the full payment of it, a student may reapply for a new loan the following semester provided that the borrower complies with the requirements of the program.???

?He [student-borrower] can apply for the renewal of the loan as long as the money is still there; if we have available funds for [a] loan, [then] he can apply for [a new loan for] the next semester,? Amaro ended.

World of Warcraft boosts cognitive functioning in some older adults

For some older adults, the online video game World of Warcraft (WoW) may provide more than just an opportunity for escapist adventure. Researchers from North Carolina State University have found that playing WoW actually boosted cognitive functioning for older adults ? particularly those adults who had scored poorly on cognitive ability tests before playing the game.

"We chose World of Warcraft because it has attributes we felt may produce benefits ? it is a cognitively challenging game in a socially interactive environment that presents users with novel situations," says Dr. Anne McLaughlin, an assistant professor of psychology at NC State and co-author of a paper on the study. "We found there were improvements, but it depended on each participant's baseline cognitive functioning level."

Researchers from NC State's Gains Through Gaming laboratory first tested the cognitive functioning of study participants, aged 60 to 77, to set a baseline. The researchers looked at cognitive abilities including spatial ability, memory and how well participants could focus their attention.

An "experimental" group of study participants then played WoW on their home computers for approximately 14 hours over the course of two weeks, before being re-tested. A "control" group of study participants did not play WoW, but were also re-tested after two weeks.

Comparing the cognitive functioning test scores of participants in the experimental and control groups, the researchers found the group that played WoW saw a much greater increase in cognitive functioning, though the effect varied according to each participant's baseline score.

"Among participants who scored well on baseline cognitive functioning tests, there was no significant improvement after playing WoW ? they were already doing great," McLaughlin says. "But we saw significant improvement in both spatial ability and focus for participants who scored low on the initial baseline tests." Pre- and post-game testing showed no change for participants on memory.

"The people who needed it most ? those who performed the worst on the initial testing ? saw the most improvement," says Dr. Jason Allaire, an associate professor of psychology at NC State and co-author of a paper on the study.

Judge will decide on moving Syracuse slander suit

SYRACUSE, N.Y. (AP) ? A judge who heard arguments over whether two former ball boys suing Syracuse University and head basketball coach Jim Boeheim for slander can get a fair hearing in this basketball-loving city expects to decide on a trial location by Wednesday.

Bobby Davis and Michael Lang claim Boeheim defamed them by saying they were out for money after their allegations of abuse by former assistant coach Bernie Fine surfaced in November. They filed their defamation lawsuit in New York City and are fighting a move to hear it in Syracuse.

Mariann Wang, the lawyer representing the two men, told the judge that Boeheim and the university have "extensive and deep influence" in the Syracuse area that would make it difficult to seat an impartial jury. Wang said the university is a major employer, its No. 2-ranked team is immensely popular locally and Boeheim is so well known he doesn't even have to identify himself on local TV commercials.

"Boeheim has enormous standing in the community," she said.

Lawyers for Boeheim and the university want the case moved to Syracuse, partly because none of the parties lives in New York City. The university's lawyer, Mary Beth Hogan, dismissed the notion that every potential juror near Syracuse would be biased. She noted that Davis in an affidavit talked about a stranger hugging him for his courage and noted that Boeheim was the target of criticism from locals after media reports of his initial reaction of the allegations against Fine.

"We have every reason to believe the court will be able to impanel an impartial jury here in Onondaga County," she told the judge.

State Supreme Court Justice Brian DeJoseph said he expects to rule by Wednesday afternoon.

Davis and his stepbrother Lang claim Fine repeatedly forcibly touched them in the 1980s. Fine has since been fired. The lawsuit claims Boeheim "knew or should have known" about the alleged conduct of his assistant.

Boeheim vehemently supported his longtime assistant when the accusations broke and called Davis a liar and opportunist looking to cash in on the publicity surrounding the Penn State sex abuse scandal. Boeheim later apologized amid criticism from victims' rights advocates. He said he based his initial comments on a 2005 university investigation that failed to corroborate Davis' claims.

Bernie Fine has denied wrongdoing and hasn't been charged.

The claims by Davis and Lang happened too long ago be investigated. But the U.S. Attorney's office is investigating the claims of a third man, 23-year-old Zachary Tomaselli of Lewiston, Maine.

Boeheim and the university have made legal moves to dismiss the lawsuit.
