Conviction Upheld in Dead Sea Scrolls Identity Theft

In yesterday?s news about the final stop for the Dead Sea Scrolls exhibit, I mentioned some of the controversy surrounding scroll scholarship. One of the more bizarre sideshows in the world of the DSS is The Sorry Saga of the Golbs.

Raphael Golb is the son of scroll scholar Norman Golb, a man who has managed to master a great deal of knowledge about the DSS, and then come to all the wrong conclusions. ?In an effort to discredit his father?s critics, Golb?fils impersonated several academics, sending out emails in order to damage their reputations.

This morning, courtesy of Robert Cargill?s XKV8R ?blog, I see that 29 of Raphael Golb?s 30 convictions have been upheld. Here?s the court?s summary:

Defendant is the son of an expert on the Dead Sea Scrolls. Defendant set up email accounts in which he pretended to be other scholars who disagreed with defendant?s father?s opinion on the origin of the Scrolls. Among other things, defendant sent emails in which one of his father?s rivals purportedly admitted to acts of plagiarism.

Defendant?s principal defense was that these emails were only intended to be satiric hoaxes or pranks. However, as it has been observed in the context of trademark law, ?[a] parody must convey two simultaneous ? and contradictory ? messages: that it is the original, but also that it is not the original and is instead a parody? (Cliffs Notes, Inc. v Bantam Doubleday Dell Pub. Group, Inc., 886 F2d 490, 494 [2d Cir 1989]). Here, the evidence clearly established that defendant never intended any kind of parody. Instead, he only intended to convey the first message to the readers of the emails, that is, that the purported authors were the actual authors. It was equally clear that defendant intended that the recipients? reliance on this deception would cause harm to the purported authors and benefits to defendant or his father.

Dr. Cargill has done the digging, so I?ll let him fill in the details, but you really should go to his site if only to gaze at the impressive table of crimes committed by a man trying to destroy respected scholars like Lawrence Schiffman. Even the revered Frank Moore Cross got dragged into this mess.

The theory of Golb pere?that?Qumran was a fort without connection to the scroll caves, and that the caves were a repository for scrolls of many sects out of Jerusalem?is an interesting but long-discredited footnote in the story of Qumran and the scrolls. The unpleasant part is the vehemence with which both Golbs have attempted to advance that theory.

One of their boosters (and I?m not completely sure it wasn?t one of Raphael Golb?s sock puppets) has haunted my comboxes and posted criticism of some of my writing on a HuffPo community blog. I?ve only ever written about the scrolls here or in the National Catholic Register, which means I?m a complete nobody in the world of Dead Sea Scrolls scholarship and opinion. Anyone taking efforts to swat me down is more than a little obsessed.

In any case, Golb will appeal, and his case will continue to wind its way through the legal system before his convictions are finally upheld. I wish I could say I feel sorry for either father or son, but they?ve been a uniquely nasty pair in their attempts to discredit anyone who disagrees with them.

Curb harassment with policy, prompt action - Business Management ...

You can?t control everything that happens in the workplace. Despite your best efforts, a supervisor might still harass your employees. That doesn?t mean you?re defenseless.

A good sexual harassment policy, thorough training for everyone (including supervisors and rank-and-file employees) and prompt action can save the day.

Recent case: Lucy worked as an emergency dispatcher for Bucks County, which gives its employee handbook to all new staffers when they?re hired. It includes a policy spelling out what harassment is and how to report it, and explains the county?s zero-tolerance stance against harassment. Every time the policy changes, an HR representative personally visits each work location and hands all employees a copy of the amended policy. Each employee then signs an acknowledgment that they have received the revision.

Lucy complained that her supervisor was a constant sexual harasser, rubbing up against his subordinates, calling them sexually suggestive and obscene names and generally creating a sexually hostile work environment.

However, Lucy didn?t say anything until long after she had been transferred to a different shift where she no longer had to deal with the manager. She had several opportunities to complain earlier, but merely said that the manager was hard to work with and didn?t provide any details.

The county investigated and the harasser retired. Lucy then sued.

She lost. The court said the county was in the clear because it had made every effort to encourage employees to report harassment and then acted fast when it finally learned what the supervisor had been doing. (Olivieri v. County of Bucks, et al., No. 11-4130, 3rd Cir., 2012)

Bioinspired fibers change color when stretched

A team of materials scientists at Harvard University and the University of Exeter, UK, have invented a new fiber that changes color when stretched. Inspired by nature, the researchers identified and replicated the unique structural elements that create the bright iridescent blue color of a tropical plant's fruit.

The multilayered fiber, described today in the journal Advanced Materials, could lend itself to the creation of smart fabrics that visibly react to heat or pressure.

"Our new fiber is based on a structure we found in nature, and through clever engineering we've taken its capabilities a step further," says lead author Mathias Kolle, a postdoctoral fellow at the Harvard School of Engineering and Applied Sciences (SEAS). "The plant, of course, cannot change color. By combining its structure with an elastic material, however, we've created an artificial version that passes through a full rainbow of colors as it's stretched."

Since the evolution of the first eye on Earth more than 500 million years ago, the success of many organisms has relied upon the way they interact with light and color, making them useful models for the creation of new materials. For seeds and fruit in particular, bright color is thought to have evolved to attract the agents of seed dispersal, especially birds.

The fruit of the South American tropical plant, Margaritaria nobilis, commonly called "bastard hogberry," is an intriguing example of this adaptation. The ultra-bright blue fruit, which is low in nutritious content, mimics a more fleshy and nutritious competitor. Deceived birds eat the fruit and ultimately release its seeds over a wide geographic area.

"The fruit of this bastard hogberry plant was scientifically delightful to pick," says principal investigator Peter Vukusic, Associate Professor in Natural Photonics at the University of Exeter. "The light-manipulating architecture its surface layer presents, which has evolved to serve a specific biological function, has inspired an extremely useful and interesting technological design."

Vukusic and his collaborators at Harvard studied the structural origin of the seed's vibrant color. They discovered that the upper cells in the seed's skin contain a curved, repeating pattern, which creates color through the interference of light waves. (A similar mechanism is responsible for the bright colors of soap bubbles.) The team's analysis revealed that multiple layers of cells in the seed coat are each made up of a cylindrically layered architecture with high regularity on the nano- scale.

The team replicated the key structural elements of the fruit to create flexible, stretchable and color-changing photonic fibers using an innovative roll-up mechanism perfected in the Harvard laboratories.

"For our artificial structure, we cut down the complexity of the fruit to just its key elements," explains Kolle. "We use very thin fibers and wrap a polymer bilayer around them. That gives us the refractive index contrast, the right number of layers, and the curved, cylindrical cross-section that we need to produce these vivid colors."

The researchers say that the process could be scaled up and developed to suit industrial production.

"Our fiber-rolling technique allows the use of a wide range of materials, especially elastic ones, with the color-tuning range exceeding by an order of magnitude anything that has been reported for thermally drawn fibers," says coauthor Joanna Aizenberg, Amy Smith Berylson Professor of Materials Science at Harvard SEAS, and Kolle's adviser. Aizenberg is also Director of the Kavli Institute for Bionano Science and Technology at Harvard and a Core Faculty Member at the Wyss Institute for Biologically Inspired Engineering at Harvard.

The fibers' superior mechanical properties, combined with their demonstrated color brilliance and tunability, make them very versatile. For instance, the fibers can be wound to coat complex shapes. Because the fibers change color under strain, the technology could lend itself to smart sports textiles that change color in areas of muscle tension, or that sense when an object is placed under strain as a result of heat.

Race to ready golf course for Masters

THE Royal Pines Resort course was still covered by sheets of water, in some places several metres deep, but Ladies Masters tournament director Ben Tuohy remained confident the layout would recover in time for the lead-in pro-am tomorrow.

As a 30-strong working army of staff and volunteers put in the hard yards trying to drain the saturated course, Tuohy said he had never seen as much water on the course as this week.

"The greens surrounds and aprons have all been cut, but there are massive problems on about seven holes," Tuohy said.

"The bridge on the seventh hole is still under and we can't get to probably six other holes at the moment. So the players can't walk the course yet.

"Half of the adjoining eighth fairway was also under water."

"I have never seen as much water out there as this year."

Water levels in most of the course's lakes had dropped about a metre after high tide.

"Hopefully by late Wednesday it will be much better but there will not be any practice rounds for the players," Tuohy said.

"Given good weather the course should be right by Friday and we definitely want to have it right by Thursday for the pro-am."

For many of this year's players, they will not get the chance to have a practice round if not ranked high enough to get a pro-am start.

But at least those on the Coast for the first time should get a chance to walk the layout before teeing off on Friday.

Managing The Cloud

There's been a lot of hype about the cloud lately. But, like so many other things, hype is often based in truth. From increased productivity to better safeguarding of data, the cloud is everything businesses need to streamline operations and step into a lighter, more efficient future.

Of course, the cloud in its current manifestation is still a work in progress, and there are a few caveats to consider along the way. To make the most of all that it has to offer, businesses will benefit from developing understanding of how the cloud works. (Check out this cloud computing guide by Xero before jumping in head first. Here, too, are a few pros and cons to consider.

Pros

  • Seamless Backups
  • If you're like most people, you plan on backing up your data far more than you actually do. Well, forget the forgetting with cloud-backup services, which take several approaches to automation.
    One such approach is that of sites like Mozy and Carbonite. For these sites, users choose the files they want backed up at a regularly scheduled time, so they can just set it and forget it. While effective and secure, the one downside with services like these is in restoring documents, which can be an involved process.
    More seamless are cloud-sync services like Google Drive and Dropbox, which add folders or a drive right to your hard drive. This makes it easy for users to drop in files for immediate syncing into the cloud. If you also edit Google Documents, Spreadsheets and other projects online, using Google Drive means you'll find them waiting for you in your online dashboard. What's more, with Google Drive you can easily search through web apps even from your desktop, both by file name and by any phrases that might be in the document's text.
    No matter which backup route you take, the cloud approach makes the whole process less labor intensive, and, in the case of Google Drive, makes actually working in the cloud that much simpler.
  • Work Collaboratively and Remotely
  • Of course, some of the best things about working in the cloud are the collaborative features. Whether it's working with colleagues on one document at the same time or sharing work without having to send files back and forth, cloud-based programs enable sharing right from a project, rather than having users toggle back and forth between a third party email client. What's more, cloud-based services work on a wide range of mobile devices, from laptops to tablets and smartphones, meaning workers worldwide can access the same data and dashboards without a hitch.
    Overall, the shift to cloud-based apps is a big cost-saver for small businesses, who no longer have to buy updates and can now gain access to cutting edge software formerly only available to companies with IT departments.
  • Integrated Data and a Centralized Workspace
  • While cloud computing has been around in various forms for many years, you can thank the Bring Your Own Device (BYOD) phenomenon for forcing it into the mainstream. With workers insisting that they operate on the platform of their choice, cloud services are one of the only ways businesses can control how they work. Cloud computing services centralize data into well-organized dashboards that can be updated in one fell swoop rather than individually. And because everyone is working on the same files at the same time, the same data integration problems don't occur as when multiple versions of redundant files aren't swapped back and forth. This decreases bottlenecks, as there's no need to update new project versions with edits.
Cons
  • Needs Better Support for Offline Working
  • While some cloud computing services are better than others, most still rely entirely on an internet connection in order to operate. And when that connection goes down, good luck getting anything done. However many cloud computing services are developing hybrid offline-online versions, so this shouldn't be a problem for much longer.
  • SlowBackup
  • The problem with backing up big files online is that they take up a lot of bandwidth and can slow down your internet connection. This can be resolved by scheduling backups for times when traffic will be low, or by sticking with the automatic web sync services.
  • Dependent on an External?Party
  • The one question that really remains in regards to cloud computing services is that of trust. Can companies hold your data hostage if you don't pay? How much will it cost should you decide to switch services? And what if the company isn't doing their due diligence and a giant hack wipes them out?
These are all understandable concerns. But in the long run, keeping up in today's fast-paced business world means staying as productive as possible and keeping costs down. For that, there's just no beating the cloud.

(AP) ? Wanted: A green thumb with extensive knowledge of the black, or at least gray, market.

As Washington state tries to figure out how to regulate its newly legal marijuana, officials are hiring an adviser on all things weed: how it's best grown, dried, tested, labeled, packaged and cooked into brownies.

Sporting a mix of flannel, ponytails and suits, dozens of those angling for the job turned out Wednesday for a forum in Tacoma, several of them from out of state. The Liquor Control Board, the agency charged with developing rules for the marijuana industry, reserved a convention center hall for a state bidding expert to take questions about the position and the hiring process.

"Since it's not unlikely with this audience, would a felony conviction preclude you from this contract?" asked Rose Habib, an analytical chemist from a marijuana testing lab in Missoula, Mont.

The answer: It depends. A pot-related conviction is probably fine, but a "heinous felony," not so much, responded John Farley, a procurement coordinator with the Liquor Control Board.

Washington and Colorado this fall became the first states to pass laws legalizing the recreational use of marijuana and setting up systems of state-licensed growers, processors and retail stores where adults over 21 can walk in and buy up to an ounce of heavily taxed cannabis.

Both states are working to develop rules for the emerging pot industry. Up in the air is everything from how many growers and stores there should be, to how the marijuana should be tested to ensure people don't get sick.

Sales are due to begin in Washington state in December.

Washington's Liquor Control Board has a long and "very good" history with licensing and regulation, spokesman Mikhail Carpenter said.

"But there are some technical aspects with marijuana we could use a consultant to help us with," Carpenter said.

The board has advertised for consulting services in four categories. The first is "product and industry knowledge" and requires "at least three years of consulting experience relating to the knowledge of the cannabis industry, including but not limited to product growth, harvesting, packaging, product infusion and product safety."

Other categories cover quality testing, including how to test for levels of THC, the compound that gets marijuana users high; statistical analysis of how much marijuana the state's licensed growers should produce; and the development of regulations, a category that requires a "strong understanding of state, local or federal government processes," with a law degree preferred.

Farley said the state hopes to award a single contract covering all four categories, but if no bidder or team of bidders has expertise in all fields? regulatory law, statistical analysis and pot growing ? multiple contracts could be awarded. Or bidders who are strong in one category could team up with those who are strong in another. Bids are due Feb. 15, with the contract awarded in March.

Habib, the chemist, said she's part of a team of marijuana and regulatory experts from Montana who are bidding for the contract. They're fed up with federal raids on medical dispensaries there.

"We want to move here and make it work. We want to be somewhere this is moving forward and being embraced socially," she said.

Khurshid Khoja, a corporate lawyer from San Francisco, wore a suit and sat beside a balding, ponytailed man in a gray sweatshirt ? Ed Rosenthal, a co-founder of High Times magazine and a recognized expert on marijuana cultivation. They're on a team bidding for the contract.

"I've seen the effect of regulation of marijuana all my life," Khoja said. "I'd like to see a more rational, scientific approach to it."

Several people asked whether winning the contract, or even subcontracting with the winning bidder, would preclude them from getting state licenses to grow, process or sell cannabis. Farley said yes: It would pose a conflict of interest to have the consultant helping develop the regulations being subject to those rules. But once the contract has expired, they could apply for state marijuana licenses, he said.

After the questions ended, the bidders mingled, exchanging business cards and talking about how they might team up. One Seattle-area marijuana grower, a college student who declined to give his name after noting that a dispensary he worked with had been raided by federal authorities in 2011, approached Rosenthal.

"It would be my dream to smoke a bowl with you after this," he said.

This didn't need 3D to work. It long ago passed the kids-wear-out-the-DVD-rewatching-it test.

It may be harder nowadays to dazzle audiences with fancy visual effects, but Monsters, Inc. 3D proves that smart, imaginative storytelling still does the trick every time.

Most of the charm of "Monsters Inc." comes from its vocal cast.

If history is any guide, you and your family - whether young or old - will probably want to see "Monsters University" over and over.

The movie itself stands up well, even from an adult, two-dimensional perspective.

Its reassuring message is more relevant than ever.

While nippers will love the colourful creatures and their slapstick antics, grown-ups will find less humour and layers than in the likes of Toy Story, meaning less overall appeal as a result.

[I] really don't see the point of paying extra for children under eight. Their eyes are still developing, their noses are still small for slippery glasses, and... isn't a trip to the pictures enough for them in any case?

If anything, it improves with age.

Monsters displays wonderful imagination which makes it worth reliving in an extra dimension - particularly the energetic chase scene along a conveyor belt of doors.

Pixar's soaringly lovely fourth feature ...

[An] exciting, imaginative and very likable adventure.

Despite its eternal message about physical differences and the importance of love over fear of the unknown, Monsters, Inc primarily remains an ambitious concept film.

It's in the visuals that 'Monsters Inc' comes to life, from the jazzy, Norman McLaren influenced opening to the hilarious, shakycam amateur-dramatic recap over the closing credits.

Another chance to see Pixar's most dazzling premise, now spruced up with a third dimension.

Now in 3D, the filmmakers have created a wonderful reality - the reality of Monstropolis, which like the worlds of Oz and Pleasantville, whisk us far, far away on a magic carpet of fantasy

A shrewdly timed reminder of Pixar's early, heady days, when the animation powerhouse could do no wrong.

There's really little reason to check out Monsters, Inc. 3D in... well, 3D, rather than going for a good old-fashioned 2D screening instead.

It does well, but not brilliantly: an amusing trifle from a studio whose best work still lay ahead of it.

Not quite a Pixar classic, but funny, witty and visually spectacular enough to be enjoyed again on the big screen.

Monsters, Inc. continues a positive 3D trend for the company, who appear to be selecting their upgraded titles wisely, choosing features that benefit from the additional depth.

Not even the opportunistic 3D-ification can squander the pure delight of the film's meticulously detailed world of ragtag creatures.

VIRIGNIA BEACH, Va. (WAVY) - The sister of a Virginia Beach murder victim told 10 On Your Side she wants answers in her brother's shooting death.

Police responded to the 3200 block of Manor Glen Court around 10:39 p.m . Saturday after receiving reports of a man who had been shot.? When officers arrived on the scene, they found 52-year-old Robert Summerville unresponsive. He was pronounced dead at the scene.?

"By the time we got there, they were just setting up the crime tape," Summerville's sister Sonja Owens said. "We let the police officers know that we were family members."

Investigators determined Summerville was killed on his doorstep following a dispute with another man.

"We just want to know what exactly took place and why did this take place," Owens said.?

Owens says her Summerville was cook at local restaurant and the father of a son in his 20s. She said he? lived in a townhome on Manor Glen Court with two roommates who were at home during the time of the shooting.

"Somebody knows something," Owens said. "It was too many people in that house to not know something. "He didn't deserve this. My brother didn't hurt anybody. He was a good person. For me to get that news that it was my brother... I never wanted to hear that in a million years."

The suspect is described as a black male, approximately 35 years old, with a light complexion and is around 5' 9" tall. He was last seen wearing a black skull cap and a black coat with the word "Timberland" on the front.

Police have not determined if the suspect fled on foot or if he got into a vehicle.

(AP) ? The World Anti-Doping Agency called the UCI "deceitful" Tuesday for shutting down its independent doping panel and said it won't participate in an amnesty commission set up by the cycling governing body.

WADA said the UCI has "again chosen to ignore its responsibility to the sport" by disbanding the panel looking into claims that cycling leaders helped cover up Lance Armstrong's suspicious doping tests and accepted $125,000 in donations from him.

Instead, the UCI announced Monday plans to set up a separate amnesty-style "truth and reconciliation commission" (TRC) that it claimed was supported by WADA President John Fahey.

"This is not only wrong in content and process, but again deceitful," WADA said in a statement. "The fact is that WADA was awaiting a reply to the correspondence when the UCI release was delivered.

"WADA has not and will not consider partaking in any venture with UCI while this unilateral and arrogant attitude continues."

The anti-doping agency added that it will not "pay for or contribute to any collaborative effort with UCI into investigating UCI's long-standing problems with doping in its sport and its alleged complicity."

UCI President Pat McQuaid issued a response Tuesday to the WADA statement, which he called "blatant and aggressive misrepresentations," and released private email exchanges with the agency.

"The UCI is perplexed that WADA has now chosen to rebuff and attack the UCI's willingness to establish a TRC, having just demanded that the UCI establish exactly such a commission," McQuaid said in a statement.

McQuaid claimed that Fahey supported the independent panel being replaced by a TRC, and released an email that included the anti-doping chief saying the "process should start over from a new beginning."

McQuaid urged Fahey to set aside his apparent "personal vendetta and crusade against cycling" and support the TRC.

"Our aims are the same: to rid cycling and indeed all sports of the scourge of doping," McQuaid said.

"The UCI is determined not to dwell on WADA's inconsistent behavior," he added. "We wish to reaffirm our commitment to establishing the TRC."

Accusations against the UCI emerged in the U.S. Anti-Doping Agency report that detailed doping and led to Armstrong being stripped of his seven Tour de France titles. Armstrong recently confessed to doping after years of denials.

In justifying the reason to disband the independent panel, the UCI cited WADA's refusal to cooperate with the inquiry.

But WADA on Tuesday said it would not participate because of the "inadequacies of the terms of reference and the timelines." It also didn't want the UCI to scrutinize or edit the findings before they were released.

WADA said it hopes the UCI's independent commission will still meet as previously planned on Thursday, despite being disbanded. The three-person body said Tuesday the UCI never provided the cooperation ? promised by McQuaid ? to allow it to function.

"This failure to cooperate makes our task impossible," the commission, which was chaired by British judge Philip Otton, said in a statement. "Therefore, the proposed hearing on (Jan. 31) will not take place."

Clinton says she doesn't see 'getting back into politics'

WASHINGTON (Reuters) - Outgoing U.S. Secretary of State Hillary Clinton on Tuesday cast doubt on speculation she might run for the White House in 2016.

In an interview taped for National Public Radio, Clinton was asked what questions she needs to answer for herself as she decides whether to run for president.

"I'm not even posing those questions. I am really looking forward to stepping off the fast track that I've been on. I've been out of politics as Secretary of State. I don't see myself getting back into politics," she said, according to an excerpt of the interview.

Whether this is her last word on the subject is unknown. She will face strong pressure from Democrats to join the field of contenders. Clinton will step down this week, following Senate confirmation Tuesday of Massachusetts Democratic Senator John Kerry as her successor.

Those close to Clinton are eager for her to announce a 2016 run, so much so that a group has already formed a new super PAC and registered with the Federal Election Commission on Friday, called "Ready for Hillary."

In 2008, she lost to President Barack Obama in a bitter Democratic primary campaign to be the party nominee for the White House.

Although Clinton, 65, did not categorically rule out another presidential run, in a separate NBC interview she said that she was healthy enough to wage a campaign.

"I have no doubt that I am healthy enough and my stamina is great enough and I'll be fully recovered to do whatever I choose to do," Clinton told "Andrea Mitchell Reports" in an interview that aired on Tuesday.

Clinton was hospitalized in December after doctors found a blood clot stemming from a concussion she suffered previously.

She intends to do more public speaking and writing, and work alongside her husband, former President Bill Clinton, and daughter Chelsea on "mutual foundation interests," she said in the NPR interview.

"I want to be involved in philanthropy, advocacy, working on issues - like women and girls - that I care deeply about," Clinton said.

African forces to take over Mali job: Hollande

PARIS (Reuters) - French President Francois Hollande said on Monday it would be up to African forces to tackle Islamist rebels in the northern part of Mali once the main towns in the region were retaken.

At a news conference in Paris, Hollande said "we are in the process of winning the battle" but acknowledged the harder part was still to come and that it would largely be a task for Malian and African forces.

After retaking several cities, including the northern town of Gao at the weekend, French and Malian troops sealed off the fabled desert town of Timbuktu on Monday after Islamists, who had taken control early last year, fled a French-led offensive.

Hollande said French troops would take a step back once the job of retaking key towns was complete.

"Then the Africans can take over the baton," Hollande said.

"They are the ones who will go into the northern part, which we know is the most difficult because that's where the terrorists are hiding."

In the face of a two-week-old French-Malian counter-attack, rebels have pulled back into the Saharan desert and mountains.

Military experts fear they could carry on a gruelling hit-and-run guerrilla war against the government from there.

Hollande sent French fighter jets to Mali on January 11 and now have around 3,500 troops on the ground. There are a further 1,900 soldiers as part of the growing pan-African force.

As French and Malian troops push into northern Mali, African troops from a U.N.-backed continental intervention force expected to number 7,700 are being flown into the country.

"It's up to the Africans to permit Mali to restore its territorial integrity," Hollande told a news conference.

"Once territorial integrity is restored the French will only stay to train and direct. Just as we went into action rapidly, we will draw back to the starting points."

A third northern town, the Tuareg seat of Kidal, in Mali's rugged and remote northeast, remains in rebel hands.

Ryan says deep budget cuts likely unavoidable

WASHINGTON (AP) -- The chairman of the House Budget Committee says Republicans will oppose tax increases and, as a result, deep, unpopular budget cuts will likely take effect.

Republican Rep. Paul Ryan of Wisconsin told NBC's "Meet the Press" on Sunday that automatic spending cuts are scheduled to take hold because, quote, "Democrats have opposed our efforts to replace those cuts with others."

Democrats have insisted taxes be part of the equation to dodge across-the-board spending cuts that are set to hit the Pentagon and many domestic programs. The spending cuts were set in motion in the hopes of spurring lawmakers to strike a large-scale deal to reduce the deficit.

Ryan was the 2012 vice presidential nominee. He says the country is heading toward a debt crisis if it doesn't confront its spending.

It will be a late Monday afternoon finish at Torrey Pines, which should be the sight of Tiger Woods' eighth win at the South Course.

The 2013 Farmers Insurance Open will conclude on Monday, with the last group through just seven holes of the final round. In that group is runaway leader Tiger Woods, who carries a six-shot lead into the Monday finish on the South Course at Torrey Pines.

Woods still has 11 holes to play, but even with some off his struggles off the tee late Sunday night, the remaining stretch would appear to be a mere formality on the march to his 75th career victory. Woods missed the first five fairways at the start of his fourth round, but still managed to avoid a bogey and actually extended his lead by two shots with three more birdies. His short game and dominance on the par-5s have created the cushion.

The Monday finish was expected as a full day was lost on Saturday due to dense fog in the area. With 87 players making the cut, and the limited daylight of January, no groups were able to complete the tournament during the dawn-to-dusk play on Sunday. The decision was also made to not repair the players between rounds on Sunday, so Woods continues to play with Billy Horschel and Casey Wittenberg in the last group. The first groups have just three holes remaining in the fourth round.

With all players out on the course, there are no remaining tee times for Monday but play will resume at 2:10 p.m. ET. Golf Channel will have the broadcast from 2:10 up to 4 p.m. ET, at which point CBS will take over and carry coverage of the finish. That should wrap up around 5:30 p.m. ET, and reports on Sunday indicated that CBS asked the Tour for a later start so that they could carry coverage of that late afternoon finish.

The collateral damage of that decision is that some players, such as Tiger's playing partners, have no chance to make it to Phoenix in time for Monday qualifying at the Waste Management Open. There were initial reports that the Tour would try to finish up early on Monday and try and jet those players over to Phoenix in time. Instead, it will be a Monday afternoon conclusion at Torrey Pines -- circumstances similar to Tiger's last win here in the 2008 U.S. Open.

Bahrain opposition gives cautious nod for talks

MANAMA, Bahrain (AP) ? Bahrain's main opposition groups say they are willing to open dialogue aimed at easing the Gulf nation's two-year political crisis, but they seek more clarity on the scope of the possible talks.

Washington and other allies of Bahrain's monarchy have encouraged negotiations in the strategic kingdom, home to the U.S. Navy's 5th Fleet.

Persistent clashes and arrests have so far derailed bids for talks between Bahrain's Sunni leadership and the Shiite opposition, which began an Arab Spring-inspired uprising for a greater political voice in February 2011. More than 55 people have died in the unrest.

A statement Monday by the main Shiite political factions said envoys were open to negotiations but called the government's offers for talks "vague."

Opposition demands include the release of jailed Shiite political leaders and activists.

Curfew to start in 3 Egypt provinces hit by riots

CAIRO (AP) ? A curfew was to begin Monday after Egypt's president declared a state of emergency in three Suez Canal provinces hit hardest by a weekend wave of unrest that left more than 50 dead and plunged the nation further into turmoil.

President Mohammed Morsi's declaration was reminiscent of the tactics used by the country's ousted regime to get a grip on discontent. This time, the anger is fueled by his Islamist policies and the slow pace of change.

Angry and almost screaming, Morsi vowed in a televised address on Sunday night that he would not hesitate to take even more action to stem the latest eruption of violence across much of the country. But at the same time, he sought to reassure Egyptians that his latest moves would not take the country back into authoritarianism.

"There is no going back on freedom, democracy and the supremacy of the law," he said.

The worst violence this weekend was in the Mediterranean coastal city of Port Said, where seven people were killed on Sunday, pushing the toll for two days of clashes to at least 44. The unrest was sparked on Saturday by a court conviction and death sentence for 21 defendants involved in a mass soccer riot in the city's main stadium on Feb. 1, 2012 that left 74 dead.

Most of those sentenced to death were local soccer fans from Port Said, deepening a sense of persecution that Port Said's residents have felt since the stadium disaster, the worst soccer violence ever in Egypt.

At least another 11 died on Friday elsewhere in the country during rallies marking the second anniversary of the anti-Mubarak uprising. Protesters used the occasion to renounce Morsi and his Islamic fundamentalist group, the Muslim Brotherhood, which emerged as the country's most dominant political force after Mubarak's ouster.

The curfew and state of emergency, both in force for 30 days, affect the provinces of Port Said, Ismailiya and Suez. The curfew takes effect Monday from 9 p.m. to 6 a.m. every day.

Morsi, in office since June, also invited the nation's political forces to a dialogue starting Monday to resolve the country's latest crisis. A statement issued later by his office said that among those invited were the country's top reform leader, Nobel peace Laureate Mohammed ElBaradei, former Arab League chief Amr Moussa and Hamdeen Sabahi, a leftist politician who finished third in last year's presidential race.

The three are leaders of the National Salvation Front, an umbrella for the main opposition parties.

Khaled Dawoud, the Front's spokesman, said Morsi's invitation was meaningless unless he clearly states what is on the agenda. That, he added, must include amending a disputed constitution hurriedly drafted by the president's Islamist allies and rejected by the opposition.

He also faulted the president for not acknowledging his political responsibility for the latest bout of political violence.

"It is all too little too late," Dawoud told The Associated Press.

In many ways, Morsi's decree and his call for a dialogue betrayed his despair in the face of wave after wave of political unrest, violence and man-made disasters that, at times, made the country look like it was about to come unglued.

A relative unknown until his Muslim Brotherhood nominated him to run for president last year, Morsi is widely criticized for having offered no vision for the country's future after nearly 30 years of dictatorship under Mubarak and no coherent policy to tackle seemingly endless problems, from a free falling economy and deeply entrenched social injustices to surging crime and chaos on the streets.

Reform of the judiciary and the police, hated under the old regime for brutality, are also key demands of Morsi's critics.

Morsi did not say what he plans to do to stem the violence in other parts of the country outside those three provinces, but he did say he had instructed the police to deal "firmly and forcefully" with individuals attacking state institutions, using firearms to "terrorize" citizens or blocking roads and railway lines.

There were also clashes Sunday in Cairo and several cities in the Nile Delta region, including the industrial city of Mahallah.

Egypt's current crisis is the second to hit the country since November, when Morsi issued decrees, since rescinded, that gave him nearly unlimited powers and placed him above any oversight, including by the judiciary.

The latest eruption of political violence has deepened the malaise as Morsi struggles to get a grip on enormous social and economic problems and the increasingly dangerous fault lines that divide this nation of 85 million.

In an ominous sign, a one-time jihadist group on Sunday blamed the secular opposition for the violence and threatened to set up vigilante militias to defend the government it supports. Tareq el-Zomr of the once-jihadist Gamaa Islamiya, said that if the authorities fail to achieve security, "it will be the right of the Egyptian people ... to set up popular committees to protect private and public property and counter the aggression on innocent citizens."

In Port Said on Sunday, tens of thousands of mourners poured into the streets for a mass funeral for most of the 37 people who died on Saturday. They chanted slogans against Morsi.

"We are now dead against Morsi," said Port Said activist Amira Alfy. "We will not rest now until he goes and we will not take part in the next parliamentary elections. Port Said has risen and will not allow even a semblance of normalcy to come back," she said.

The violence flared only a month after a prolonged crisis ? punctuated by deadly violence ? over the new constitution. Ten died in that round of unrest and hundreds were injured.

In Port Said, mourners chanted "There is no God but Allah," and "Morsi is God's enemy" as the funeral procession made its way through the city after prayers for the dead at the city's Mariam Mosque. Women clad in black led the chants, which were quickly picked up by the rest of the mourners.

There were no police or army troops in sight. But the funeral procession briefly halted after gunfire rang out. Security officials said it came from several mourners who opened fire at the Police Club next to the cemetery. Activists, however, said the gunfire first came from inside the army club, which is also close to the cemetery. Some of the mourners returned fire, which drew more shots as well as tear gas, according to witnesses. They, together with the officials, spoke on condition of anonymity because of the sensitivity of the situation in the city on the Mediterranean at the northern tip of the Suez Canal.

A total of 630 people were injured, some of them with gunshot wounds, said Abdel-Rahman Farag, director of the city's hospitals.

Also Sunday, army troops backed by armored vehicles staked out positions at key government facilities to protect state interests and try to restore order.

There was also a funeral in Cairo for two policemen killed in the Port Said violence a day earlier. Several policemen grieving for their colleagues heckled Interior Minister Mohammed Ibrahim, who is in charge of the force, when he arrived for their funeral, according to witnesses.

The angry officers screamed at the minister that he was only at the funeral for the TV cameras ? a highly unusual show of dissent in Egypt, where the police force maintains military-like discipline.

Ibrahim hurriedly left and the funeral proceeded without him, a sign that the prestige of the state and its top executives were diminishing.

In Cairo, clashes broke out for the fourth straight day on Sunday, with protesters and police outside two landmark, Nile-side hotels near central Tahrir Square, birthplace of the 2011 uprising. Police fired tear gas while protesters pelted them with rocks.

Health News - Altering eye cells may one day restore vision

The light-sensing cells of the eye are the top purple and pink layers in these images. The cells on the left have been reprogrammed to make them less vulnerable to the degenerative effects of retinitis pigmentosa. As a result, more have survived compared to the untreated cells in the right image.

Working in mice with retinitis pigmentosa, a disease that causes gradual blindness, the researchers reprogrammed the cells in the eye that enable night vision. The change made the cells more similar to other cells that provide sight during daylight hours and prevented degeneration of the retina, the light-sensing structure in the back of the eye. The scientists now are conducting additional tests to confirm that the mice can still see.

?We think it may be significantly easier to preserve vision by modifying existing cells in the eye than it would be to introduce new stem cells,? says senior author Joseph Corbo, MD, PhD, assistant professor of pathology and immunology. ?A diseased retina is not a hospitable environment for transplanting stem cells.?

The study is available in the early online edition of Proceedings of the National Academy of Sciences.

Mutations in more than 200 genes have been linked to various forms of blindness. Efforts are underway to develop gene therapies for some of these conditions.

Rather than seek treatments tailored to individual mutations, Corbo hopes to develop therapies that can alleviate many forms of visual impairment. To make that possible, he studies the genetic factors that allow cells in the developing eye to take on the specialized roles necessary for vision.

The retina has two types of light-sensing cells or photoreceptors. The rods provide night vision, and the cones sense light in the daytime and detect fine visual details.

In retinitis pigmentosa, the rods die first, leaving patients unable to see at night. Daytime vision often remains intact for some time until the cones also die.

Corbo and others have identified several genes that are active in rods or in cones but not in both types of photoreceptors. He wondered whether turning off a key gene that is activated only in rods could protect the cells from the loss of vision characteristic of retinitis pigmentosa.

??The question was, when retinitis pigmentosa is caused by a mutation in a protein only active in rods, can we reduce or stop vision loss by making the cells less rod-like?? he explains.

The new study focuses on a protein known as Nrl, which influences development of photoreceptors. Cells that make Nrl become rods, while cells that lack the protein become cones. Turning off the Nrl gene in developing mice leads to a retina packed with cone cells.

To see if this rod-to-cone change was possible in adult mice, Corbo created a mouse model of retinitis pigmentosa with an Nrl gene that could be switched on and off by scientists.

?In adult mice, switching off Nrl partially converts the rod cells into cone cells,? he says. ?Several months later, when the mutant mice normally had very little vision left, we tested the function of their retina.?

The test showed a healthier level of electrical activity in the retinas of mice that lacked Nrl, suggesting that the mice could still see.

Corbo now is looking for other critical development factors that can help scientists more fully transform adult rods into cones. He notes that if complete conversion of rods to cones were possible, this therapy could also be helpful for conditions where cone cells die first, such as macular degeneration.

Moscow's Stray Dogs Hunted Tonight

MOSCOW - Dog owners in the Russian capital are on alert.

A call has gone out on internet message boards for a massive cull of stray dogs in Moscow on Friday evening. An announcement posted online vowed to "clean the city of the fanged pests." Organizers are asking supporters to meet them at a metro station north of Moscow. From there they will fan out to parks and alleys where the dogs are known to sleep, laying out their preferred trap: meat laced with deadly drugs.

Animal rights supporters have taken to social media to organize a counter-protest. According to the Russian news agency RIA Novosti, police have vowed to be on hand to "prevent cases of cruelty to animals."

The event is organized by a shadowy vigilante group derisively known as dog hunters. One animal rights group estimates they have killed over 1,500 dogs in recent years.

On internet forums the dog hunters swap stories and tactics. Many post photos of the dogs they kill. They also link to news reports of dog attacks around the world. Some posts attempt to answer critics, denying they kill the dogs for sport and saying they fear Moscow's huge stray dog population is getting out of control. They say they are only doing what city authorities should be doing.

The moderator of one online message board for dog hunters attempted to lay down some rules in a " manifesto." The author explained they support proper dog breeding and have no intention to harm cats. The author also vowed not to use tactics like fishing hooks, poison, or broken glass to kill the dogs. The tuberculosis medicine they often use to kill the dogs isn't poison, the author explained, suggesting it was merely an overdose.

Stray dogs are a common sight in Moscow. The city is home to between 30,000 and 50,000 strays, according to a veterinary expert interviewed by the Moscow News. Many were purchased for protection and then abandoned once they were no longer needed.

The dog hunts have drawn loud protests from the city's dog owners as well as animal rights activists.

Pet dogs have sometimes become victims after eating or sniffing the poisoned meat. Last fall the city's dog owners took a stand after dozens of pets were sickened by poisoned meat that they ate in parks. At least 70 of them were sickened and three died, according to Russian news reports. Alarmed owners began to organize patrols, hoping to catch the culprits. They even offered rewards for their capture. In October, hundreds of dog owners gathered in central Moscow to demand the dog hunters be punished.

Some owners have tried to protect their pets by putting muzzles on them, lest they stumble upon the dog hunters' traps.
